Human testing no secret

Early this morning I found an article about federal doctors testing on the disabled, ill and incarcerated, a practice spanning eighty years, though I suspect it to have been longer. A public apology hardly compensates for theses atrocities. Not to disconnect the countless deaths directly linked to experimentation. The process attests to the cruelty and indifference of mankind. They were well aware of their decisions; I do not believe or except their apology. I may not have been affected by human experimentation, I do not have to personally connected to be saddened, angered and demanding reprimand. If they were truly sorry, they would inform the public of their other secrets and tell tax payers were their money honestly ends up.
